Annually, according to the budget calendar, the Ministry of Finance issues a circular on preparation and presentation of proposals for the draft State Budget for the next budget year. The budget circular is submitted to the Central Public Authorities in order to guide them in the preparation of proposals for the draft State Budget.
The Budget Circular includes:
- general provisions and references to the legal and normative framework regarding the State Budget elaboration process, as well as deadlines for submitting the information;
- forecast of key medium-term macroeconomic indicators (e.g. inflation rate, national currency exchange rate etc.);
- summaries of policy priorities for the next budget year and for the medium-term period;
- the limits of resources and expenditures from the State Budget to the Central Public Authorities;
- specific features of estimating intergovernmental transfers, especially those from the State Budget to SSIB and MHIF, as well as on categorical transfers from the State Budget to the local budgets;
- specific features and additional requirements for drafting and presenting budget proposals.
