The Ministry of Finance organized public consultations dedicated to the public procurement reform, specifically the new draft law in this field. The event, organized in partnership with the Mission of Senior Advisers of the European Union (EU) and P.P. "Monitorul Fiscal FISC.md", brought together over 600 participants, including financial sector officials, representatives of public administration, and the business community.
In the opening session, Minister of Finance Victoria Belous, emphasized the importance of the reform, stating: “The public procurement reform is an essential step in building up a transparent and efficient governance system, which supports economic development and responsible use of public funds. The new draft law will ensure a modern legislative framework and help align Moldova with international best practices.” The Minister also emphasized the importance of integrating information systems, noting that this will help streamline the procurement process and enhance data transparency, thereby enabling more efficient monitoring and optimal management of public resources.
Representative of the EU Delegation to the Republic of Moldova, Jan Demidovitš-Mekeläinen, highlighted: “As Moldova works towards its European future, a robust and transparent public procurement system is essential. This consultation represents a key milestone in that journey, providing an opportunity to build a system that fosters fair competition, promotes efficiency, and ensures value for taxpayer money. The public sector can use procurement to boost jobs, growth and investment, and to create an economy that is more innovative, resource and energy efficient, and socially-inclusive. High quality public services depend on modern, well-managed and efficient procurement.”
During the event, participants analyzed the proposed amendments presented by Sergiu Căinăreanu, Head of the Public Procurement Directorate within the Ministry of Finance. The discussions focused on simplifying processes, preventing abuses and increasing transparency in the allocation of public funds.
Ana Luca, Deputy Secretary General of the Ministry of Finance, thanked all those involved in the development of the draft law and stressed the importance of the public consultation process. “The consultations were essential to ensure that the interests of all stakeholders – public authorities, civil society and the business environment, are properly reflected in the new regulations,” said Ana Luca.
The new law will ensure a more efficient use of public funds and a fairer and more transparent procurement system. The national public consultations process started at the beginning of this year and included discussions with local public administrations in Bălți municipality and in Sîngerei, Edineț, Glodeni, Cahul and Hîncești districts, with non-governmental organizations and public associations, representatives of the business environment, trade unions and employers’ associations. After the draft is finalized, the document will be submitted to the European Commission for final consultations, being expected to enter into force on January 1st, 2027.
The Ministry of Finance reaffirms its commitment to continue the dialogue with all parties involved in the implementation of a modern and efficient public procurement system.
