Государственный бюджет

Государственный бюджет представляет собой совокупность доходов, расходов и источников финансирования, предназначенных для выполнения функций органов центрального публичного управления, за исключением функций системы государственного социального страхования и системы обязательного медицинского страхования, а также для установления отношений с другими бюджетами. Государственный бюджет находится в ведении Министерства финансов.

Министерство финансов отвечает за составление бюджета с участием отраслевых министерств и других учреждений.

 

Текущий процесс БПСП на 2018-2020 гг.

В целях реализации мер из Плана действий по разработке Бюджетного прогноза на среднесрочный период, Министерство финансов разработало предварительные пределы расходов на 2018-2020 гг. для ориентации при разработке отраслевых политик и обновлении отраслевых стратегий расходов на соответствующий период.

Что такое БЮДЖЕТ?

Бюджет — это оценка доходов и расходов за определенный период времени, обычно один год. Правительство составляет проект бюджета и представляет его на утверждение в парламент. После утверждения бюджет становится законом, исполнение которого является обязательным, как и любой другой закон страны.

What is the Citizen's Budget?

The Ministry of Finance prepares the Citizens' Budget in order to improve public access to budget information and promote accountability and transparency in Public Finance Management.

The citizens' budget presents the budget in simple language, highlighting its important features, thus facilitating the understanding of the budget and its basic information by ordinary citizens.

Budget Circular

Annually, according to the budget calendar, the Ministry of Finance issues a circular on preparation and presentation of proposals for the draft State Budget for the next budget year. The budget circular is submitted to the Central Public Authorities in order to guide them in the preparation of proposals for the draft State Budget.

Methodological set

The main purpose of the methodological set for budget preparation, approval and modification is the methodological regulation of the budgetary planning process and the implementation of budgetary legislation. In particular, the set determines the steps, key data and responsibilities in the budget process, sets out the procedures, requirements and formats for disclosing the information necessary to develop and approve the Medium-Term Budget Framework and the annual budget.

Local budgets

Local government authorities develop, approve and manage the local budgets, in accordance with the legislation, develop budget forecasts and undertake measures to ensure the sustainability of local budgets over the medium and long term.
