The Ministry of Finance, as the national authority for coordination and management of external assistance and the contact/control point with external development partners, hosted on Tuesday, November 27th, 2018, the Communication Forum with Development Partners on environment and climate change issues. This event was organized in close cooperation with the Ministry of Agriculture, Regional Development and Environment, attended by around 40 stakeholder representatives. The purpose of the Communication Forum was to provide an open discussion platform with development partners. At this event, the strategic orientation in the field of environment protection and climate change, the implementation of set priorities, but also the approach of addressing future needs in the sector were presented.
In his introductory remarks, Viorel Pana, head of the Public Investment and Foreign Financial Assistance Directorate within the Ministry of Finance, stressed the importance of such meetings and mutual exchange of views on the policies implementation for effective and prospective development of the external assistance projects.
In addition, development partners were informed about the operational adjustments to the Government Decision no. 377 of April 25th, 2018 on the regulation of the institutional framework and the mechanism of coordination and management of external assistance, as well as recent amendments made to the Government Decision no. 246 of April 8th, 2010 on the application of the fiscal and customs facilities related to the implementation of the ongoing technical and investment assistance projects, falling under the international treaties to which the Republic of Moldova is party. Moreover, it was mentioned that policy dialogue differs from coordination of external assistance, and the ministries must initiate in the future the development of the respective dialogue.
Valentina Tapis, State Secretary of the Ministry of Agriculture, Regional Development and Environment, thanked the Ministry of Finance for organizing the event, but also the development partners that accepted the invitation. “This forum is an absolutely necessary platform that ensures the continuity of discussions and partnership with donors, because a frequent communication brings good results”, the State Secretary said. At the same time, Mrs. Tapis presented to the public the latest developments in the field of environment and climate change, as well as the needs to be solved jointly in a well-consolidated team.
Dorin Andros, the State Secretary of the Ministry of Agriculture, Regional Development and Environment in the field of regional development, presented the “Roadmap for the implementation of the Water Supply and Sanitation Section of the Plan for Territory Development”, highlighting the need and the importance of implementing such a document; its development being primordial. "As a priority in the field of environment, water supply and sanitation, it is becoming more and more important, being one of the main subjects discussed in the administrative-territorial units," said Dorin Andros.
Development partners welcomed the importance of such regular meetings, expressing their interest in meeting in working groups as well, consolidating in this way the communication process of stakeholders, for effective cooperation.
